At the 18th August 2006 a Meeting of the Area's Council of Deputies Has Been Held

Yesterday, village Przhevalskoye received guests from the whole district at the Meeting of the Area's Council of Deputies. The sitting had been lasting for 5 hours, after that it smoothly changed for dinner.

Rewarding was in the beginning. One of the rewards was for Mr.O.Kolchin. It was awarded for his significantly contribution in developing of the National Park and creative results.

There were read reports of the manager of the Headquaters of the Administration of Demidov area Mr.N.Meshkov, the director of 'Demidov Auto' Mr.V.Artyemyev, the advice-giver of the Social Department Mr.S.Styepanov, the host of the 'local sammit' Mr.I.Gogolinsky, the Head of Demidov area Mr.V.Kolpakov, and some others. Apparently, it'll be possible to get the details of the meeting from the next issue of the local newspaper 'Poryechanka'. Let us mark the main subjects that were touched upon at the yesterday's meeting.

Problems:
• lack of general Building Plans of the settlements of Demidov area.
• water-supply: the problem of functioning of water-towers in Demidov, Przhevalskoye, Titovshchina (here the tower was built in 1965), Shapy remains. It is urgently necessary to restructure 3.5km of the water-pipe in Pyeryesudy, Shapy, Zaborye, Zakrutye, and to install 35 water-pumps.
• water taxes are collected only by 86 per cent.
• one share of the electricity net is owned by REN, and the other belongs to the National Park.
• material losses of local bus traffic chiefly because of not giving tickets for the passangers (that has become usual for everyone, as far as I see).
• specialists' lack (so, in Przhevalskoye the hospital, school, sanatory, and National Park (and many other organisations) need workers).

Plans for Future:
• to suggest the National Park 'Smolensk Lake District' making up the inventory of all its memorials, getting them into the corresponding register, coordinating it with the Memorials Protection Centre, and definig the proprietor (a concrete responsible person) of every monument.
• to survey the territory of the National Park. (4,500,000rubles have been got for it).
• to make modern roads Pyeryesyelye—Yarilovo and Przhevalskoye—Zhyelyukhovo.
• Przhevalskoye:
  • pit repair of Smolenskay and Sovyetskaya streets;
  • asphalting the parts of Sovyetskaya st. from Grocery 'Nadezhda' to the post-office, and from the former Consumer Service to the Administration of the village;
  • completing bording the village-park with a fence (there may be built a new Recreation Centre);
  • organizing a chargeable beach with toilet, stalls for changing clothes, and other conveniences;
  • widening the assessing base at the expence of the inn-houses and their official registraition;
  • 2 bumps by the School of Przhevalskoye;
  • building three private hotels;
  • building a modern shop centre;
  • organizing trade at the outskirts, establishing new trade markets;
  • referendum on the matter of joining rural settlement of Sloboda to the urban settlement of Przhevalskoye.
• constructing a new market in Demidov by the companies 'Lieder' and BIS.
• buying 7 vans 'Gazel' for doing local bus traffic.
• limiting gas delivery for the area; as a consequence, factories don't have any opportunity to use the fuel in their manufacturing.
• expanding vegetable processing (e.g., cucumbers).
• purchase mashrooms and berries from the people for their following baking.
• support farming thanks to crediting 10,000,000rubles by Russian Agriculture Bank.
• making a kindergarten in Zaborye (thanks to this, it is panned to return the teachers, that are in the maternity leave, for working at the local school.
• growing the herbs.

Efficient Things:
• cleansing warmth supply system of minicipal buildings that brings considerable economy of money which will be then used for enhancement boiler plants and well-equipping the territory.
• financing mowing down and ploughing fields in autumn for preventing spring fires (nonfeasance necessary work will be followed with administrative punishment).
• all the municipal transport is converted to work with gas (one pays 9.9rubles for gas instead 14.0 for 1 l of petrol: the economy is 30 per cent).
• offering the investors investing platforms, such as, ex-bread or milk plants in Przhevalskoye.
• to do as a little bit something up to standard in settlements (first of all, in Demidov and Przhevalskoye) as it is impossible to put to order everything at once.

Achievements:
• the area is ready to the heating season at about 70 per cent.
• Preparing to the following heating season of the Hospital of Przhevalskoye has been almost complete (done in three weeks). The only delay is transporting coal, which is carried according to the plan by 'Yantar' Service.
• Przhevalskoye:
  • tiling the pavements is continued;
  • 135m of the roads are asphalted;
  • 2 wells (in Lyesnoy lane, and Sosnovaya street (Pyetrakovo)) are constructed;
  • repair of the House of Administration and bordering it with a fence.
• electric lightning in Demidov and Przhevalskoye are made almost for 100 per cent.
• foundation the joint-stock company 'Keramika' that produces red bricks (first models are got; their quality is good for building 9-storeyed houses), as a result, there appeared 200 vacancies.
• foundation a branch-office of Russian Agriculture Bank in Demidov.
• considerable increasing incomes of the people in the last year.

The unit 'Plans for Future' is the most extansive of all the lists. The fact may probably provoke a derision of the reader. And he would be right, but earlier. Today, everything planned aspires to be done. I don't know when the set goals will be fulfilled. It depends on many reasons. But one can be sure of the following: there won't be any question 'we don't have money', the question will be 'where and how can be the money got'. I doubt whether a heading 'Achievments' would exist in a similar article. But today we are already able to say, 'why, we work and see the results of it though there remains many problems'. Some problems have 'appeared' only the last time. Previous authorities didn't think over lack of general Building Plans of settlements, as an example. They allowed to construct 'everything one wants' 'everywhere one wants'. Such solving problems is not possible, now. The law acquires its power. I hope, the problem will also be discussed. Its solving will let the area to develop economically and will start making the territory well-equipped (so, in Naberezhny lane (Przhevalskoye) will finally be two-way traffic because those, who extanded their holding due to the territory of the road, will be compelled to carry their fences off to the previous borders, and even to destroy some of the edifices and annexes (e.g., the verandah of House 4)).
